{"id":10707,"date":"2016-11-30T11:02:56","date_gmt":"2016-11-30T11:02:56","guid":{"rendered":"http:\/\/unitelive.org\/?p=10707"},"modified":"2016-12-01T10:47:57","modified_gmt":"2016-12-01T10:47:57","slug":"rotten-system","status":"publish","type":"post","link":"https:\/\/unitelive.test.igniteamt.com\/?p=10707","title":{"rendered":"&#8216;Rotten system&#8217;"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\n<p>The UK\u00e2\u20ac\u2122s burgeoning \u00e2\u20ac\u015bgig economy\u00e2\u20ac\u0165, which often relies on exploitative zero-hour contracts and questionable definitions of self-employment, will cost the Treasury \u00c2\u01413.5bn in 2020\/21, new figures show.<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"http:\/\/cdn.budgetresponsibility.org.uk\/Nov2016EFO.pdf\">The Office for Budget Responsibility estimate<\/a>, released during last week\u00e2\u20ac\u2122s Autumn Statement, shows that the <a href=\"http:\/\/unitelive.org\/tag\/gig-economy\/\">gig economy<\/a> is bad for both its employees and the taxpayer.<\/p>\n<p>&nbsp;<\/p>\n<p><em><strong>Review<\/strong><\/em><\/p>\n<p>The problems the gig economy has posed has prompted an official government review, formally launched today (November 30) and headed by Royal Society of Arts chief executive Matthew Taylor, a former policy expert who has been appointed to investigate modern employment practices.<\/p>\n<p>&nbsp;<\/p>\n<p>Dubbed the \u00e2\u20ac\u0098Taylor review\u00e2\u20ac\u2122, the inquiry will be aided by a three-person panel which includes Gangmasters Licensing Authority chief executive Paul Broadbent, Greg Marsh, the founder of the web-based homes rental site Onefinestay, and employment lawyer Diane Nichol.<\/p>\n<p>&nbsp;<\/p>\n<p>From January through March, the review will tour cities and towns across the UK including Coventry, Glasgow and Maidstone, and will take evidence in public hearings.<\/p>\n<p>&nbsp;<\/p>\n<p>TUC general secretary Frances O\u00e2\u20ac\u2122Grady welcomed the review.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bThe Taylor review is an opportunity to bring the rules protecting workers into the 21st century, and to improve rights for millions of working people,\u00e2\u20ac\u0165 she said.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bAs we have recently seen at Uber and Sports Direct, strong unions are key to exposing bad bosses and winning a better deal for working people.\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<\/p>\n<p><em><strong>Tax reforms<\/strong><\/em><\/p>\n<p>Chancellor Philip Hammond has previously pledged to fix the problem &#8211; caused by the rise in precarious work, shifting employment patterns, legislative loopholes and new digital business models &#8211; through tax reforms.<\/p>\n<p>&nbsp;<\/p>\n<p>He said, \u00e2\u20ac\u015bTechnological progress is changing the way people live, and the way they work. The tax system needs to keep pace.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>Critics, however, have accused Hammond of ignoring the problems the rise in self-employment have added to tax collection.<\/p>\n<p>&nbsp;<\/p>\n<p>While the government has boasted about lowering unemployment, a <a href=\"http:\/\/www.frankfield.co.uk\/upload\/docs\/Wild%20West%20Workplace.pdf\">report<\/a> published in September by MPs Frank Field and Andrew Forsey found that more than a third of the 2.6m people who gained new employment since 2010 have been self-employed.<\/p>\n<p>&nbsp;<\/p>\n<p>On average <a href=\"http:\/\/unitelive.org\/?s=Self-employed\">self-employed<\/a> workers earn just \u00c2\u014113,500 a year, much less than other workers. Many of those in the gig economy, who are often forced to register as self-employed to slash labour costs and tax bills for their employers, have no choice but to work long hours without sick pay, holiday pay or the right to the minimum wage.<\/p>\n<p>&nbsp;<\/p>\n<p>In the <a href=\"http:\/\/unitelive.org\/tag\/autumn-statement\/\">Autumn Statement<\/a> Hammond said the government will target self-employed workers who use untaxed \u00e2\u20ac\u015bdisguised earnings\u00e2\u20ac\u0165, which can be made as a loan or a payment in kind. He also promised \u00e2\u20ac\u015bto consult in due course\u00e2\u20ac\u0165 on proposed changes to the way companies are formed, due to individuals taking unfair advantage of tax breaks.<\/p>\n<p>&nbsp;<\/p>\n<p>However Andy Chamberlain, deputy policy director at the Association of Independent Professionals and Self Employed said Hammond was missing the real issue \u00e2\u20ac\u201c that businesses are using self-employed workers to avoid paying national insurance contributions.<\/p>\n<p>&nbsp;<\/p>\n<p>He told the BBC, \u00e2\u20ac\u015bThe loss in tax revenue for the government is not because self-employed workers are paying much less. The real differential is because the employer is no longer paying national insurance contributions.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8220;If you employ someone for \u00c2\u0141100,000, you pay the taxman about \u00c2\u014113,000 in NIC. If you pay a self-employed person the same amount, the government loses that tax revenue.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p><em><strong>New systems call<\/strong><\/em><\/p>\n<p>In general, Chamberlain said the government had lost control of labour market regulations.<\/p>\n<p>&nbsp;<\/p>\n<p>He said, &#8220;For instance the ruling on the Uber drivers last month that established that they were workers, employed by Uber, gives them some statutory rights.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bBut it doesn&#8217;t affect their tax status, which is still one of self-employed.
