{"id":12261,"date":"2017-05-02T15:21:56","date_gmt":"2017-05-02T14:21:56","guid":{"rendered":"http:\/\/unitelive.org\/?p=12261"},"modified":"2017-05-02T15:21:56","modified_gmt":"2017-05-02T14:21:56","slug":"colombia-justice-fight-goes","status":"publish","type":"post","link":"https:\/\/unitelive.test.igniteamt.com\/?p=12261","title":{"rendered":"Colombia justice fight goes on"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\n<p>On May Day yesterday (May 1) also known as International Workers\u00e2\u20ac\u2122 Day, demonstrations were yesterday held right across the world including in London.<\/p>\n<p>&nbsp;<\/p>\n<p>May 1 commemorates events in Chicago during the 1886 US general strike for the eight-hour working day. This led to four demonstrators being shot dead by the police and later four labour leaders were executed by hanging. Strikers in Milwaukee Wisconsin were also killed by the police.<\/p>\n<p>&nbsp;<\/p>\n<p>Being a trade unionist remains dangerous in many parts of the world and nowhere more so than in Colombia, a <a href=\"http:\/\/unitelive.org\/may-day-solidarity\/\">point highlighted by Unite\u00e2\u20ac\u2122s international director Simon Dubbins on May Day.<\/a><\/p>\n<p>&nbsp;<\/p>\n<p>The horrendous situation in Colombia is why Unite members have made huge efforts to show and act in solidarity with their brothers and sisters in the South American Republic.<\/p>\n<p>&nbsp;<\/p>\n<p><em><strong>Prison release victory<\/strong><\/em><\/p>\n<p>The future of Colombia is uncertain and Unite assistant general secretary Gail Cartmail\u00e2\u20ac\u2122s \u00e2\u20ac\u015bgreat joy\u00e2\u20ac\u0165 at the January prison release of the Colombian trade union and peasant farmer leader Huber Ballesteros is being tempered by worrying levels of violence that may affect the Peace Agreement signed between the Colombian Government and the FARC (Revolutionary Armed Forces of Colombia) guerrillas last year.<\/p>\n<p>&nbsp;<\/p>\n<p>In 2013, Ballesteros, vice-president of\u00c2\u00a0 the 80,000 strong agricultural workers\u00e2\u20ac\u2122 union FENSUAGRO, 1,500 of whom have been murdered, mainly by paramilitary groups, was arrested on trumped-up rebellion and financing terrorism charges.<\/p>\n<p>&nbsp;<\/p>\n<p>This was in a period when the union helped lead a mass strike that mobilised over a million people on street protests against the devastating impact of free-trade agreements, privatisation and inequality-driven poverty. Huber was just about to travel to speak at the 2013 TUC Conference.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bClearly arresting him \u00e2\u20ac\u201d and many other activists before and since \u00e2\u20ac\u201d was aimed at disrupting Huber\u00e2\u20ac\u2122s work and intimidating others looking to get involved,&#8221; said Cartmail, who saw for herself the extreme disparities in wealth between rich and poor in Colombia when she visited in 2009.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8220;My impression following his rightful release is that Huber has not been deterred by going to prison and remains up for the struggle to make his country a peaceful, democratic one. It is great news for him personally and everyone who cares about a better world.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>The British trade union movement \u00e2\u20ac\u201d and Unite in particular \u00e2\u20ac\u201d played a prominent role in exerting pressure on the government here and in Colombia to secure Ballesteros\u00e2\u20ac\u2122s release.<\/p>\n<p>&nbsp;<\/p>\n<p>Much of this was co-ordinated by <a href=\"http:\/\/www.justiceforcolombia.org\/\">Justice for Colombia (JFC)<\/a>, a British NGO established by the trade union movement here 15 years ago.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bThe support was brilliant,\u00e2\u20ac\u0165 states Hasan Dodwell of JFC. \u00e2\u20ac\u015bAcross all the union conferences we had people holding up placards, video\u00e2\u20ac\u2122s from Huber\u00e2\u20ac\u2122s prison cell were played, postcards and letters were posted to him and there were delegations visiting him in Colombia. At the same time there was constant pressure on our government and Colombia\u00e2\u20ac\u2122s.\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<\/p>\n<p><em><strong>Peace agreement<\/strong><\/em><\/p>\n<p>The Peace Agreement between the Juan Manuel Santos government and the FARC guerrillas was concluded in Cuba in August last year. It followed two years of preliminary negotiations and a further four years of talks in Havana.\u00c2\u00a0 It represented a necessary compromise that ended a deadly conflict that stretched back to the 1960s and in which 200,000 people were left dead.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bAn essential role was played by JFC in getting both sides to make an agreement,&#8221; Cartmail explained. &#8220;Taking their lead from Colombian civil society organisations such as trade unions they were pushing for peace even when that was being portrayed as supporting terrorism.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>JFC, which sought peace as part of a path towards social advance and greater equality,\u00c2\u00a0 organised delegations to Cuba from Northern Ireland that included unionist and nationalist participants from the 1998 Good Friday Peace Agreement.<\/p>\n<p>&nbsp;<\/p>\n<p>A delegation met Santos and they were the first international group to meet the FARC negotiating team. In Washington they outlined to senior politicians their impressions on the situation in Colombia.<\/p>\n<p>&nbsp;<\/p>\n<p>JFC also organised a letter that was signed by hundreds of politicians from Ireland, Britain and the USA backing the peace process, which was opposed by many, including opposition leader Alvaro Uribe, president for eight years, and those on the extreme right who benefited by occupying land left vacant after paramilitaries had murdered or chased away peasants who owned it. JFC also worked with Colombian civil society groups to ensure their voice was heard throughout the process.<\/p>\n<p>&nbsp;<\/p>\n<p>The agreement was subsequently debated by Colombian Congress members, some of whom attempted to obstruct it and succeeded in March in making many changes to the original text aimed at setting an \u00e2\u20ac\u0098Integral System for Truth, Justice, Reparation and non-Repetition.\u00e2\u20ac\u2122<\/p>\n<p>&nbsp;<\/p>\n<p>Two changes stood out. The newly formed peace courts will not now examine the financing of paramilitary groups whilst possible sanctions may limit the right of FARC members to take part in the political system.<\/p>\n<p>&nbsp;<\/p>\n<p><em><strong>&#8216;Extremely worrying developments&#8217;<\/strong><\/em><\/p>\n<p>The debates took place against a background of intensified murderous attacks on civil society leaders and FARC members. More than 100 social leaders and human rights defenders were killed in 2016. The killings have continued into 2017 and on April 27 the body of Diego Fernando Rodr\u0102\u00adguez was found in the municipality of Mercaderes, Cauca.<\/p>\n<p>&nbsp;<\/p>\n<p>He was a peasant farmer leader and legal representative of the local community council. A <a href=\"http:\/\/www.justiceforcolombia.org\/news\/article\/2539\/activist-killed-42-assassinations-of-social-leaders-so-far-this-year\">new\u00c2\u00a0report\u00c2\u00a0just\u00c2\u00a0out<\/a>\u00c2\u00a0details 42\u00c2\u00a0assassinations\u00c2\u00a0of community leaders and\u00c2\u00a0activists\u00c2\u00a0in Colombia so far this\u00c2\u00a0year.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bThese are extremely worrying developments\u00e2\u20ac\u0165 states Hasan bluntly. \u00e2\u20ac\u015bThere appears to be an intensification of violence by paramilitary groups, some of whom are reported to be moving into rural communities where they have previously had no presence.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8220;The Colombian government has been denying the political nature of the killings and this is casting doubt on their willingness under the Peace Agreement to protect community activists by tackling the paramilitaries.
