{"id":12508,"date":"2017-05-31T16:46:26","date_gmt":"2017-05-31T15:46:26","guid":{"rendered":"http:\/\/unitelive.org\/?p=12508"},"modified":"2017-05-31T16:46:26","modified_gmt":"2017-05-31T15:46:26","slug":"lifeline-collapse","status":"publish","type":"post","link":"https:\/\/unitelive.test.igniteamt.com\/?p=12508","title":{"rendered":"Lifeline collapse"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\n<p>The shock collapse of the UK\u00e2\u20ac\u2122s leading drug and alcohol charity, Lifeline, which was heavily reliant on income from public sector contracts, should set alarm bells ringing, Unite has warned, as it calls for an urgent review of the government\u00e2\u20ac\u2122s payment-by-results (PBR) commissioning model for procuring pubic services.<\/p>\n<p>&nbsp;<\/p>\n<p>The call comes on the eve of Lifeline officially collapsing into administration (June 1).<\/p>\n<p>&nbsp;<\/p>\n<p>Unite has warned that outcome-based, (PBR) contracts are fundamentally flawed due to the serious cash flow problems that they can cause to charities, which have to wait months for full payment after a service has been delivered. The union is calling for more funding and a return to collaborative funding models through a consortia of providers and sustainable grants.<\/p>\n<p>&nbsp;<\/p>\n<p>Members of Unite, who provide support to 80,000 service users a year, have been plunged into uncertainty by the charity\u00e2\u20ac\u2122s collapse. Some fear that they could be out of a job by next week.<\/p>\n<p>&nbsp;<\/p>\n<p>Unite welcomes the move by Change, Grow Live (CGL) \u00e2\u20ac\u201c the UK\u00e2\u20ac\u2122s biggest not-for-profit provider of treatment services &#8211; which has stepped in to rescue a \u00e2\u20ac\u0098significant proportion\u00e2\u20ac\u2122 of Lifeline\u00e2\u20ac\u2122s projects.<br \/>\nHowever, serious concerns remain around some other local contracts,\u00c2\u00a0the union is calling on new providers to commit to retaining the current level of service and a \u00e2\u20ac\u0098no redundancy policy\u00e2\u20ac\u2122 adopted for Lifeline staff and agency workers.<\/p>\n<p>&nbsp;<\/p>\n<p>Unite national officer for the not-for-profit sector Siobhan Endean said,\u00c2\u00a0 \u00e2\u20ac\u015bThe collapse of Lifeline should set alarm bells ringing, which is why we have launched an email campaign, urging members of the public to contact their local Prospective Parliamentary Candidates (PPCs) ahead of next week\u00e2\u20ac\u2122s general election. They are being asked to protect the future of drugs and alcohol services in their local communities and the jobs of the people who currently work for Lifeline.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bDrug and alcohol\u00c2\u00a0services are chronically underfunded as a result of the government\u00e2\u20ac\u2122s savage cuts. We believe that the payment by results model of\u00c2\u00a0commissioning is placing the services at risk.
