{"id":13041,"date":"2017-08-16T12:34:33","date_gmt":"2017-08-16T11:34:33","guid":{"rendered":"http:\/\/unitelive.org\/?p=13041"},"modified":"2017-08-16T13:45:23","modified_gmt":"2017-08-16T12:45:23","slug":"begging-for-more-hours","status":"publish","type":"post","link":"https:\/\/unitelive.test.igniteamt.com\/?p=13041","title":{"rendered":"Begging for more hours"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\n<p>The <a href=\"https:\/\/www.theguardian.com\/business\/live\/2017\/aug\/16\/uk-wages-and-jobs-data-set-to-show-cost-of-living-squeeze-continuing-business-live?page=with:block-59940149e4b0f099f0196dab#block-59940149e4b0f099f0196dab\">latest labour market data out today <\/a>(August 16) paints a superficially rosy picture if you look at the headline figures \u00e2\u20ac\u201d wage growth is higher than expected, unemployment is down yet again and zero-hours contracts continue to fall, albeit modestly by 20,000 in one year.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>But a closer look at the figures shows that the reality for most working people is one in which families are struggling just to get by.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>As the TUC points out, real wages \u00e2\u20ac\u201d when you factor in the cost of living \u00e2\u20ac\u201d have fallen for the fourth month in a row by a drop 0.5 per cent in the three months leading up to June.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bRising prices and stagnant pay are a toxic combination for working people,\u00e2\u20ac\u0165 said TUC general secretary Frances O\u00e2\u20ac\u2122Grady. \u00e2\u20ac\u015bMinisters are sitting on their hands as another living standards crisis unfolds.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><em><strong>Precarious work<\/strong><\/em><\/p>\n<p>And while many will welcome the slow but steady <a href=\"https:\/\/www.theguardian.com\/business\/live\/2017\/aug\/16\/uk-wages-and-jobs-data-set-to-show-cost-of-living-squeeze-continuing-business-live?page=with:block-5994042be4b0b54351f6594d#block-5994042be4b0b54351f6594d\">fall in zero-hours contracts<\/a> to less than 1m, hidden beneath the official labour market data is an army of precarious workers who are in some form of insecure work or another, whether it\u00e2\u20ac\u2122s zero or short hours contracts, temporary workers, those who are underemployed or those who are bogusly self-employed.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>The GMB union <a href=\"http:\/\/www.gmb.org.uk\/newsroom\/millions-insecure-work\">estimated in June<\/a> based on its own research that as many as 10m are in insecure work \u00e2\u20ac\u201d that\u00e2\u20ac\u2122s more than a third of the whole work force.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>A new <a href=\"http:\/\/www.cam.ac.uk\/research\/news\/precarious-scheduling-at-work-affects-over-four-million-people-in-uk-far-more-than-just-zero-hours\">Cambridge University study<\/a> out today (August 16) looks at the many millions who are at the mercy of their bosses for more hours.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>The study\u00e2\u20ac\u2122s authors estimate that there are 4.6m who regularly experience \u00e2\u20ac\u0098flexible scheduling\u00e2\u20ac\u2122 and the toll this takes on their mental health and family life is devastating.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>One of the study\u00e2\u20ac\u2122s authors, Dr Alex Wood, embedded himself as a shelf-stacker as part of the study.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Wood discovered tense relationships with managers, to whom workers were at their sole mercy for more hours or hours scheduled that fit with their family responsibilities and social lives. Begging managers for changes to rotas to fit in child care or attend important family events was common.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>He found that it was also common practice for managers to cut hours or change schedules on short notice \u00e2\u20ac\u201d some workers would even work unpaid overtime just to curry favour with managers so that this wouldn\u00e2\u20ac\u2122t happen.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Wood saw in one London store that a manager would actually encourage workers to beg for more hours. Most workers wanted more hours, but often the additional hours would not materialise despite managers\u00e2\u20ac\u2122 vague promises.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>One UK worker, Jackie, told Wood, \u00e2\u20ac\u015bIt\u00e2\u20ac\u2122s strange because you speak to the staff and they say their department is short [of staff] but when you ask the manager they say \u00e2\u20ac\u0098there isn\u00e2\u20ac\u2122t any at the moment but keep putting your name down for overtime\u00e2\u20ac\u2122. I\u00e2\u20ac\u2122m just getting a few hours here and there.\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><em><strong>&#8216;Toxic&#8217;<\/strong><\/em><\/p>\n<p>Dr. Brendan Burchell, who also authored the study, explained that \u00e2\u20ac\u015bmanager-controlled flexible scheduling causes a huge amount of stress and anxiety for workers who are unable to plan their lives socially or financially as a result.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bThe practice is both toxic and endemic in many UK sectors such as care and retail,\u00e2\u20ac\u0165 he noted. \u00e2\u20ac\u015bGovernment reviews need to look far beyond just zero-hours contracts.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bThe key issue is not simply the lack of any guaranteed hours.
