Britain\u00e2\u20ac\u2122s labour market needs a \u00e2\u20ac\u015bfundamentally new approach\u00e2\u20ac\u0165 to tackle insecure work and stagnant pay amongst young people, according to a new report.<\/p>\n

The Resolution Foundation<\/a> think tank said young people are \u00e2\u20ac\u015bspending long periods in insecure and low-paid work\u00e2\u20ac\u0165 and that a \u00e2\u20ac\u015bbetter jobs deal\u00e2\u20ac\u0165 is needed to prevent \u00e2\u20ac\u015beven deeper scars\u00e2\u20ac\u0165 being inflicted on their career progression.<\/p>\n

The Kids Aren\u00e2\u20ac\u2122t Alright report, for the Intergenerational Commission, found that more than half of those on zero-hour contracts<\/a> \u00e2\u20ac\u201c which Unite wants banned outright \u00e2\u20ac\u201c are aged between 16 and 34.<\/p>\n

The reports calls for increased rights for those on zero or short hour contracts, including guaranteeing fixed-hour contracts after three months, minimum notification periods for shifts and protections for workers who turn down non-guaranteed hours.<\/p>\n

The report also recommends the government introduce a \u00e2\u20ac\u015bpayroll levy\u00e2\u20ac\u0165 on PAYE-registered firms who rely on people working for themselves to \u00e2\u20ac\u015bdiscourage firms from using self-employed<\/a> contractors.\u00e2\u20ac\u0165<\/p>\n

Resolution Foundation senior economic analyst Stephen Clarke said a \u00e2\u20ac\u015bsea change\u00e2\u20ac\u0165 is needed in the labour market.<\/p>\n

He said, \u00e2\u20ac\u015b(There\u00e2\u20ac\u2122s) a triple whammy of stagnating wages, insecure work and too many young people not feeling able to take up opportunities to move on and progress.<\/p>\n

 <\/p>\n

\u00e2\u20ac\u015bDole queues have been replaced by hidden insecurity and stagnant wages. The challenge is no longer just getting young people into work but increasing the security they have in that work and giving them the confidence and support to move jobs if that’s what they want to do.\u00e2\u20ac\u0165<\/p>\n

Unite assistant general secretary Steve Turner called for zero-hour contracts to be banned outright.<\/p>\n

 <\/p>\n

He said, \u00e2\u20ac\u015bInsecure work<\/a> is a modern scourge that is disenfranchising millions of young people, who are living week to week and unable to plan for their futures. This isn\u00e2\u20ac\u2122t a unforeseen effect of the Tory economy, it\u00e2\u20ac\u2122s built into their model of only serving the needs of the very richest.<\/p>\n

\u00e2\u20ac\u015bAn outright ban on zero hour contracts, tighter laws to prevent bogus self-employment, the introduction of sectoral collective bargaining and a \u00c2\u014110 minimum wage would go along way to rebalancing the labour market towards the interests of the majority.<\/p>\n

\u00e2\u20ac\u015bCrucially, the government must give trade unions improved access to workplaces. This would stop young workers from being prevented from organising for better wages and conditions by exploitative employers.\u00e2\u20ac\u0165<\/p>\n
