{"id":15806,"date":"2018-07-26T10:13:14","date_gmt":"2018-07-26T09:13:14","guid":{"rendered":"http:\/\/unitelive.org\/?p=15806"},"modified":"2020-11-12T12:58:35","modified_gmt":"2020-11-12T12:58:35","slug":"mod-firefighters-capita-serco-contract-suspended","status":"publish","type":"post","link":"https:\/\/unitelive.test.igniteamt.com\/?p=15806","title":{"rendered":"&#8216;Unbelievable&#8217;"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\n<p>Privatisation of Ministry of Defence (MoD) firefighters has for now been suspended after Serco, the outsourcing firm that lost out on the private contract to Capita, launched legal proceedings against\u00c2\u00a0the decision to\u00c2\u00a0award its rival.<\/p>\n<p>&nbsp;<\/p>\n<p>The news comes a month after the disgraced Capita \u00e2\u20ac\u201c which has been <u><a href=\"https:\/\/weownit.org.uk\/company\/capita-0\">involved in a series of outsourcing failures<\/a><\/u> \u00e2\u20ac\u201c won the MoD Defence and Fire Rescue Services (DFRS) contract despite being rated 10 out of 10 for financial risk by an independent financial analyst advising the MoD itself .<\/p>\n<p>&nbsp;<\/p>\n<p>Serco, which scored 8 out of 10 in the same financial risk assessment, said this week (July 23) it would be challenging the decision to award the contract to Capita, and the MoD confirmed that it received notification of legal challenge and so would be suspending the contract award.<\/p>\n<p>&nbsp;<\/p>\n<p>Unite has long campaigned against the privatisation of the DFRS, an outsourcing project that has been running for nearly a decade. It was paused in 2015 after the Treasury lost confidence in the bidders vying for the contract then.<\/p>\n<p>&nbsp;<\/p>\n<p>In the latest chapter of attempted privatisation, <u><a href=\"http:\/\/unitelive.org\/mps-pause-mod-privatisation\/\">MPs on the influential defence select committee sided with Unite<\/a><\/u> in May as they wrote to the defence minister Gavin Williamson expressing grave doubts over outsourcing DFRS.<\/p>\n<p>&nbsp;<\/p>\n<p>The contract bidding went ahead regardless and after the award was announced in June, MPs slammed the government <u><a href=\"http:\/\/unitelive.org\/capita-mod-firefighters-contract-urgent-question\/\">during an urgent question debate<\/a><\/u> for its negligence in handing over the contract to a company that was financially unstable, just months after Carillion\u00e2\u20ac\u2122s spectacular collapse.<\/p>\n<p>&nbsp;<\/p>\n<p>Labour MP for Leeds North East Fabian Hamilton, who put forward the urgent question, said, \u00e2\u20ac\u015bIs it not time to accept that this government\u00e2\u20ac\u2122s ideologically driven approach to outsourcing public services at any cost has simply failed?\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<\/p>\n<p><em><strong>Fire extinguishers<\/strong><\/em><\/p>\n<p>During the debate, Labour MP for Stoke-on-Trent North Ruth Smeeth highlighted that the testing and maintenance of fire extinguishers was not included in the scope of the contract, adding, \u00e2\u20ac\u015bCapita does nothing for nothing, so this will not save money.\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<\/p>\n<p>Unite DFRS national branch chair David Kirby said that excluding fire extinguisher work from the contract is no minor oversight \u00e2\u20ac\u201c it represents a major component of DFRS work and could add tens of millions of pounds to a contract that\u00e2\u20ac\u2122s said to be worth \u00c2\u0141550m over 12 years.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bFire extinguisher maintenance and testing is one of many tasks that DFRS undertake in-house as part of the job,\u00e2\u20ac\u0165 Kirby said. \u00e2\u20ac\u015bThere are thousands upon thousands of fire extinguishers across MoD sites in the UK and overseas. <a href=\"https:\/\/www.parliament.uk\/business\/publications\/written-questions-answers-statements\/written-question\/Commons\/2018-07-12\/163597\/\">The defence minister Tobias Ellwood confirmed<\/a> only just last week that this work isn\u00e2\u20ac\u2122t included in the contract.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bThis raises the question, if such fundamental work is excluded \u00e2\u20ac\u201c these are basic contract requirements here &#8212; what else is missing from the contract?\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bIt\u00e2\u20ac\u2122s quite apparent the minister is unaware of the work DFRS performs,\u00e2\u20ac\u0165 Kirby added. \u00e2\u20ac\u015bHow can the taxpayer trust the information on this project?\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<\/p>\n<p>He highlighted that along with fire extinguisher work, hydrant testing, fire alarm testing, and emergency lighting testing are other in-house jobs that DFRS workers undertake \u00e2\u20ac\u0098for free\u00e2\u20ac\u2122 on good will, which, if not within the scope of Capita\u00e2\u20ac\u2122s contract would have to be taken on by a separate contract or at extra cost to the original contract.<\/p>\n<p>&nbsp;<\/p>\n<p><em><strong>&#8216;Efficiency savings&#8217;?<\/strong><\/em><\/p>\n<p>This could again add tens of millions more to the estimated cost of Capita\u00e2\u20ac\u2122s contract \u00e2\u20ac\u201c and would in effect allow the outsourcing firm to profit even more, while the taxpayer foots the bill.<\/p>\n<p>&nbsp;<\/p>\n<p>Kirby pointed out too the \u00e2\u20ac\u0098gifts\u00e2\u20ac\u2122 Capita is being given as part of the contract that the taxpayer will have to pay for, including a fire simulator from a DFRS training centre, worth \u00c2\u01412m, free use and control of RAF military firefighters, free use of fire station buildings\u00c2\u00a0 equipment, as well as fire vehicles, among other giveaways.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bSo much for \u00e2\u20ac\u0098efficiency savings,\u00e2\u20ac\u2122\u00e2\u20ac\u0165 Kirby said. \u00e2\u20ac\u015bThe people overseeing the awarding of the contract are supposed to be experts \u00e2\u20ac\u201c how have they overlooked such basic but vital details?\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<\/p>\n<p>Indeed, Capita already has a chequered history of failing to deliver savings.
