{"id":16754,"date":"2018-11-20T17:01:30","date_gmt":"2018-11-20T17:01:30","guid":{"rendered":"http:\/\/unitelive.org\/?p=16754"},"modified":"2020-11-12T12:57:52","modified_gmt":"2020-11-12T12:57:52","slug":"agriculture-bill-amendment-awb","status":"publish","type":"post","link":"https:\/\/unitelive.test.igniteamt.com\/?p=16754","title":{"rendered":"&#8216;Taking agriculture backwards&#8217;"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\n<p>Unite has criticised Tory MPs for blocking an amendment to the Agriculture Bill that would have paved the way for establishing minimum standards for farmworkers who\u00e2\u20ac\u2122ve seen their pay,\u00c2\u00a0 terms and conditions significantly eroded in the last five years.<\/p>\n<p>&nbsp;<\/p>\n<p>This race-to-the bottom for agricultural workers began after the government scrapped the Agricultural Wages Board (AWB) in 2013 in England \u00e2\u20ac\u201c Scotland, Wales and Northern Ireland all maintain a form of AWB that protects their workers.<\/p>\n<p>&nbsp;<\/p>\n<p>The Agriculture Bill, which will be the first major overhaul of agricultural policy in the UK in decades, is at the Committee stage in the House of Commons and is meant to chart the agricultural sector\u00e2\u20ac\u2122s legislative course post-Brexit.<\/p>\n<p>&nbsp;<\/p>\n<p>Unite has further criticised for the government failing to commit to the agricultural workforce at all in the Bill. After all,\u00c2\u00a0Article 39 of the Treaty of Rome calls for &#8216;fair standards of living for workers in agriculture\u00e2\u20ac\u2122, yet even this minimum commitment to agricultural workers is not included in the Bill\u00c2\u00a0whose purpose is to address Brexit.<\/p>\n<p>&nbsp;<\/p>\n<p>Today\u00e2\u20ac\u2122s amendment that was voted down called for a public consultation on the merits of establishing a negotiating body similar to the previous AWB.<\/p>\n<p>&nbsp;<\/p>\n<p>Labour MP David Drew made the case for a modern agricultural wages board to combat the \u00e2\u20ac\u015bserious lack of labour\u00e2\u20ac\u0165 in the industry.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bSomething is very wrong with this industry when that which has been produced cannot be brought to market because there&#8217;s no one there to pick it,\u00e2\u20ac\u0165 he said in today\u00e2\u20ac\u2122s debate.<\/p>\n<p>&nbsp;<\/p>\n<p>He pointed out the AWB wasn\u00e2\u20ac\u2122t only just about maintaining pay and terms and conditions but it was also about training and investment to encourage young people into a sector that\u00e2\u20ac\u2122s ageing.<\/p>\n<p>&nbsp;<\/p>\n<p>Drew rejected arguments put forward by Tory agriculture minister George Eustice, who claimed the AWB was outdated and that minimum wage laws were now sufficient.<\/p>\n<p>&nbsp;<\/p>\n<p>Agriculture is not the same as other sectors, Drew noted.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bIt is different because it\u00e2\u20ac\u2122s the nature of the work, which is hard with long hours, with loneliness \u00e2\u20ac\u201c most workers are by themselves,\u00e2\u20ac\u0165 he said, adding that most farmers he\u00e2\u20ac\u2122s spoken to privately say that the loss of the AWB is \u00e2\u20ac\u015bone of the things that they most regret\u00e2\u20ac\u0165.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bThey believe very strongly that [the loss of the AWB] has taken agriculture backwards,\u00e2\u20ac\u0165 he said.<\/p>\n<p>&nbsp;<\/p>\n<p>Commenting after the debate, Unite assistant general secretary Diana Holland said, &#8220;The minimum protections that agricultural workers have lost is shameful. Here was a great opportunity to right this wrong and it was missed.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8220;The AWB covered career progression, training standards and a wide range of detailed technical protections &#8212; the National Living Wage is not enough for these workers,&#8221; she added. &#8220;Unite will continue to fight for this cause and for agricultural workers to be respected.\u00c2\u00a0Protections afforded by the AWB were not as the Tories have said &#8216;red tape&#8217; or a &#8216;burden&#8217; but rather they were about basic human rights.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>Unite has long highlighted the consequences of scrapping the AWB. Only a year after it was abolished in England, a workforce survey found that a strong majority \u00e2\u20ac\u201c 56 per cent \u00e2\u20ac\u201c had not received a pay rise. A third of those who were denied a pay rise had actually asked for one but were refused. Of those who did receive a pay rise, 82 per cent had the wage increase imposed on them without negotiation.<\/p>\n<p>&nbsp;<\/p>\n<p>Beyond pay, farm workers have all had holiday, sickness and other terms and conditions significantly watered down as well in the wake of the AWB\u00e2\u20ac\u2122s abolishment.<\/p>\n<p>&nbsp;<\/p>\n<p>Last month, Holland <a href=\"http:\/\/unitelive.org\/agriculture-bill-failing-farm-workers\/\">gave evidence at a committee hearing <\/a>of the Bill, where she made the case for today\u00e2\u20ac\u2122s amendment \u00e2\u20ac\u015bthat recognises the need to protect agricultural workers\u00e2\u20ac\u0165 through new minimum standards once afforded by the AWB.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bAgricultural workers are facing serious pressures on pay, safety and job security \u00e2\u20ac\u201c in preparing for Brexit as this Bill seeks to do, they need to be at the table, not overlooked, and effectively shut out,\u00e2\u20ac\u0165 she said after the hearing in October.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bUnite represents thousands of farm and rural workers in England, who, unlike those we represent in Wales, Scotland and Northern Ireland, have had no pay negotiating body since the government abolished the Agricultural Wages Board in 2013, freezing the AWB protections at 2012 levels for existing workers and removing them altogether for workers employed after abolition,\u00e2\u20ac\u0165 she added. \u00e2\u20ac\u015bThis shameful situation could be put right with a simple amendment to the Bill.\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<\/p>\n<p>The Labour Party has <a href=\"https:\/\/www.theguardian.com\/environment\/2018\/jul\/22\/labour-promises-reinstate-agricultural-wages-board\">vowed to reinstate the AWB<\/a> once it is in government.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Unite has criticised Tory MPs for blocking an amendment to the Agriculture Bill that would have paved the way for establishing minimum standards for farmworkers who\u00e2\u20ac\u2122ve seen their pay,\u00c2\u00a0 terms and conditions significantly eroded in the last five years. &nbsp; This race-to-the bottom for agricultural workers began after the government scrapped the Agricultural Wages Board [&hellip;]<\/p>\n","protected":false},"author":2,"featured_media":328,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":[],"categories":[17],"tags":[1047,40],"wps_subtitle":"Tories block Agriculture Bill amendment to reinstate AWB","_links":{"self":[{"href":"https:\/\/unitelive.test.igniteamt.com\/index.php?rest_route=\/wp\/v2\/posts\/16754"}],"collection":[{"href":"https:\/\/unitelive.test.igniteamt.com\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/unitelive.test.igniteamt.com\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/unitelive.test.igniteamt.com\/index.php?rest_route=\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/unitelive.test.igniteamt.com\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=16754"}],"version-history":[{"count":3,"href":"https:\/\/unitelive.test.igniteamt.com\/index.php?rest_route=\/wp\/v2\/posts\/16754\/revisions"}],"predecessor-version":[{"id":25696,"href":"https:\/\/unitelive.test.igniteamt.com\/index.php?rest_route=\/wp\/v2\/posts\/16754\/revisions\/25696"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/unitelive.test.igniteamt.com\/index.php?rest_route=\/wp\/v2\/media\/328"}],"wp:attachment":[{"href":"https:\/\/unitelive.test.igniteamt.com\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=16754"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/unitelive.test.igniteamt.com\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=16754"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/unitelive.test.igniteamt.com\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=16754"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
