{"id":17288,"date":"2019-02-12T14:22:53","date_gmt":"2019-02-12T14:22:53","guid":{"rendered":"http:\/\/unitelive.org\/?p=17288"},"modified":"2020-11-12T12:57:43","modified_gmt":"2020-11-12T12:57:43","slug":"time-farming-subsidy-reform","status":"publish","type":"post","link":"https:\/\/unitelive.test.igniteamt.com\/?p=17288","title":{"rendered":"Time for farming subsidy reform?"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\n<p><span class=\"s2\">Dozens of <\/span><span class=\"s2\">rich parliamentarians \u00e2\u20ac\u201c many of them Tories \u00e2\u20ac\u201c<\/span> <span class=\"s2\">own or control farms that<\/span><span class=\"s2\"> brought in <\/span><span class=\"s2\">millions of pounds <\/span><span class=\"s2\">in<\/span><span class=\"s2\"> EU subsidies<\/span> <span class=\"s2\">last year<\/span><span class=\"s2\">, <\/span><span class=\"s2\">raising <\/span><span class=\"s2\">conflict of<\/span><span class=\"s2\"> interest<\/span><span class=\"s2\"> issues that <\/span><span class=\"s2\">could influence the outcome of<\/span><span class=\"s2\"> legislation<\/span><span class=\"s2\"> set to reform the subsidy system <\/span><span class=\"s2\">after Brexit. <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/www.theguardian.com\/environment\/2019\/jan\/27\/revealed-the-mps-and-peers-receiving-millions-in-eu-farm-subsidies-cap\"><span class=\"s3\">Analysis<\/span><\/a><span class=\"s2\"> by <\/span><span class=\"s2\">environmental campaigners Friends of the Earth and the Guardian revealed that 48 MPs and peers claimed \u00c2\u01415.7m of common agricultural polic<\/span><span class=\"s2\">y<\/span><span class=\"s2\"> (CAP) subsidies in 2017.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span class=\"s2\">The biggest single sum<\/span><span class=\"s2\"> \u00e2\u20ac\u201c \u00c2\u0141473,000 \u00e2\u20ac\u201c<\/span><span class=\"s2\"> went to a Sussex farming compan<\/span><span class=\"s2\">y controlled by <\/span><span class=\"s2\">the Duke of Norfolk<\/span><span class=\"s2\">,<\/span> <span class=\"s2\">Edward <\/span><span class=\"s2\">Fitzalan<\/span><span class=\"s2\">&#8211;<\/span><span class=\"s2\">Howard<\/span><span class=\"s2\">.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span class=\"s2\">A<\/span><span class=\"s2\"> Dorset<\/span><span class=\"s2\"> farm owned by Tory MP Richard Drax<\/span><span class=\"s2\"> came second highest on list, raking in \u00c2\u0141411,000 in subsidies in 2017.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span class=\"s2\">Othe<\/span><span class=\"s2\">r Tory MPs and members of the government<\/span><span class=\"s2\"> w<\/span><span class=\"s2\">ith interests in<\/span><span class=\"s2\">farms th<\/span><span class=\"s2\">at<\/span> <span class=\"s2\">received substantial subsidies in 2017 include Lord Agnew, <\/span><span class=\"s2\">Lord Taylor of <\/span><span class=\"s2\">Holbeach, <\/span><span class=\"s2\">Lord Gardiner of Kimble<\/span><span class=\"s2\"> and<\/span><span class=\"s2\"> Mark Spencer MP<\/span><span class=\"s2\">.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span class=\"s2\">Secretary of the Unite Tolpuddle branch<\/span><span class=\"s2\"> and <\/span><a href=\"http:\/\/unitelive.org\/tag\/agriculture\/\"><span class=\"s3\">agricultural<\/span><\/a><span class=\"s2\"> worker for four decades, John Burbidge, said<\/span><span class=\"s2\"> efforts to reform the current EU subsidy system to prevent rich landowners hoovering up cash had been resisted <\/span><span class=\"s2\">by the UK government. <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span class=\"s4\"><b><i>Concentrated<\/i><\/b> <b><i>in<\/i><\/b> <b><i>a<\/i><\/b> <b><i>few<\/i><\/b> <b><i>hands<\/i><\/b><\/span><\/p>\n<p><span class=\"s2\">\u00e2\u20ac\u015bIn the UK much of the land is concentrated in few a hands. While farming<\/span><span class=\"s2\"> subsidies are supposed to be<\/span><span class=\"s2\"> for<\/span><span class=\"s2\"> active farmers<\/span><span class=\"s2\">, in many cases <\/span><span class=\"s2\">farms<\/span><span class=\"s2\"> only tend to be quite a small part of their holding<\/span><span class=\"s2\">s. This results in<\/span><span class=\"s2\"> a few people receiving subsidies<\/span><span class=\"s2\"> of<\/span><span class=\"s2\"> millions of pounds over the years<\/span><span class=\"s2\">, de<\/span><span class=\"s2\">spite them being very wealthy anyway<\/span><span class=\"s2\">,\u00e2\u20ac\u0165 Burbidge said. <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span class=\"s2\">\u00e2\u20ac\u015b<\/span><span class=\"s2\">The EU has tried to bring in limits to the maximum amount and the UK government has consistently opposed that. <\/span><span class=\"s2\">T<\/span><span class=\"s2\">here\u00e2\u20ac\u2122s no maximum limit in the UK, but there is some EU countries.<\/span><span class=\"s2\"> Meanwhile the\u00c2\u00a0<\/span><span class=\"s2\">minimum limit<\/span><span class=\"s2\"> in the UK<\/span><span class=\"s2\"> is <\/span><span class=\"s2\">five<\/span><span class=\"s2\"> hectares, which was increase<\/span><span class=\"s2\">d<\/span><span class=\"s2\"> from 2.5 hectares by the last government.<\/span><span class=\"s2\">\u00e2\u20ac\u0165<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span class=\"s2\">Burbidge explained that increasing the minimum amount of land needed to receive a subsidy meant that<\/span><span class=\"s2\"> smaller farms \u00e2\u20ac\u201c particularly in those in horticulture \u00e2\u20ac\u201c get no help at all. <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span class=\"s2\">\u00e2\u20ac\u015b<\/span><span class=\"s2\">This public subsidy, which was created because of the nature of agriculture with weather and need to assure regular supplies of food, needs to go to the people who work the land \u00e2\u20ac\u201c including farmers<\/span> <span class=\"s2\">who are ac<\/span><span class=\"s2\">tive<\/span><span class=\"s2\"> farmers<\/span><span class=\"s2\">.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span class=\"s2\">\u00e2\u20ac\u015b<\/span><span class=\"s2\">L<\/span><span class=\"s2\">ots of people who farm \u00e2\u20ac\u201c part time farmers workers and those working for themselves<\/span><span class=\"s2\"> \u00e2\u20ac\u201c<\/span><span class=\"s2\"> are in horticulture and at the moment they get very little help at all. The system is distorted and its not about ensuring the future of farmers and farm workers.<\/span><span class=\"s2\">\u00e2\u20ac\u0165<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span class=\"s2\">Environment secretary Micheal Gove has tabled proposals that are currently going through parliament to change the system after <\/span><a href=\"x-apple-ql-id:\/\/\/word\/unitebrexitcheck.org\"><span class=\"s3\">Brexit<\/span><\/a><span class=\"s2\">to ensure subsides go towards \u00e2\u20ac\u015ba cleaner and healthier environment\u00e2\u20ac\u0165.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span class=\"s2\">C<\/span><span class=\"s2\">ampaigners<\/span><span class=\"s2\">, however,<\/span><span class=\"s2\"> are worried that <\/span><span class=\"s2\">politicians who benefit from the current system may seek to influence the bill<\/span><span class=\"s2\">.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span class=\"s2\">Friends of the Earth activist <\/span><span class=\"s2\">Guy <\/span><span class=\"s2\">Shrubsole<\/span><span class=\"s2\"> said, <\/span><span class=\"s2\">\u00e2\u20ac\u015bWe hope that politicians will put the public interest first and vote to radically overhaul farm subsidies so that, in future, public money goes to pay for public goods, like restoring nature and reducing flooding.\u00e2\u20ac\u0165<\/span><\/p>\n<p>&nbsp;<\/p>\n<div><span class=\"s2\">In his book, \u00e2\u20ac\u015b<\/span><a href=\"https:\/\/sites.google.com\/view\/bittersweetbrexit\/home\"><span class=\"s3\">Bittersweet<\/span><span class=\"s3\"> Brexit<\/span><span class=\"s3\">: Land, Labour and Food<\/span><\/a><span class=\"s2\">\u00e2\u20ac\u0165, Unite member and food security expert Dr Charlie <\/span><span class=\"s2\">Clutterbuck<\/span> <span class=\"s2\">advocates<\/span><span class=\"s2\"> a new system to provide<\/span><span class=\"s2\"> better education and training in the agricultural sector in order to improve yields, increase sustainability and ensure greater self-sufficiency.<\/span><\/div>\n<p>&nbsp;<\/p>\n<p><span class=\"s2\">This would be achieved by changing EU farming subsidy legislation so that payments are made on the condition that they benefit working people and the future of the industry, rather than simply going to rich landowners.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span class=\"s2\">Clutterbuck<\/span><span class=\"s2\"> said, \u00e2\u20ac\u015b<\/span><span class=\"s2\">This will allow farmers to employ and train young people on multi-skill apprenticeships.
