{"id":17338,"date":"2019-02-14T16:10:42","date_gmt":"2019-02-14T16:10:42","guid":{"rendered":"http:\/\/unitelive.org\/?p=17338"},"modified":"2020-11-12T12:57:42","modified_gmt":"2020-11-12T12:57:42","slug":"unite-slams-council-tax-hikes","status":"publish","type":"post","link":"https:\/\/unitelive.test.igniteamt.com\/?p=17338","title":{"rendered":"\u00e2\u20ac\u0098Fiddling while Rome burns\u00e2\u20ac\u2122"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\n<p>Austerity is forcing nearly every English local authority to raise council tax over the next year, according to a new survey of council bosses.<\/p>\n<p>&nbsp;<\/p>\n<p>The <a href=\"https:\/\/www.lgiu.org.uk\/news\/council-tax-to-rise-while-services-slashed\/\">survey<\/a> found that 80 per cent of councils believe that current funding levels are \u00e2\u20ac\u015bunsustainable\u00e2\u20ac\u0165, with 53 per cent planning to delve into their reserves.<\/p>\n<p>&nbsp;<\/p>\n<p>Nearly a third, 29 per cent, are planning to reduce adult social care spending, 24 per cent expect to cut children\u00e2\u20ac\u2122s care, 16 per cent plan to cut special eduction provisions and 11 per cent are considering cuts in homelessness services.<\/p>\n<p>&nbsp;<\/p>\n<p>The poll of 158 senior council bosses from 123 of the 353 local authorities in England was conducted by the Local Government Information Unit (LGiU) and the Municipal Journal.<\/p>\n<p>&nbsp;<\/p>\n<p>In total 97 per cent of council\u00e2\u20ac\u2122s surveyed said they were planning to hike <a href=\"unitelive.org\/tag\/council-tax\">council tax<\/a> over the next financial year, with 75 per cent planning increases of more than 2.5 per cent.<\/p>\n<p>&nbsp;<\/p>\n<p>The same amount of councils are also planning to raise charges and fees, with 13 per cent mulling increases of 5 per cent or more.<\/p>\n<p>&nbsp;<\/p>\n<p>Education and children\u00e2\u20ac\u2122s services were the areas under the greatest budgetary constraints for 36 per cent of respondents, while 23 per cent said adult social services were under the most pressure.<\/p>\n<p>&nbsp;<\/p>\n<p>Meanwhile cuts to leisure and parks are being considered by 45 per cent of <a href=\"unitelive.org\/tag\/local-authorities\">local authorities<\/a>, with 38 per cent planning budget reductions to roads, 32 per cent to libraries and 22 per cent to refuse services.<\/p>\n<p>&nbsp;<\/p>\n<p>The report pointed to a \u00c2\u014116bn cut in local authority budgets by central government since 2011 for the present situation.<\/p>\n<p>&nbsp;<\/p>\n<p>LGiU chief executive Jonathan Carr-West said, \u00e2\u20ac\u015bWe know that council funding is broken. Councils are making do by increasing council tax as much as they can, increasing charging and dipping in to their reserves,\u00e2\u20ac\u0165 he said.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bEven with these desperate measures they are having to reduce spending; not just on vital place-shaping services like leisure, libraries and parks but in core life-saving areas like social care and children\u00e2\u20ac\u2122s services.\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<\/p>\n<p>Unite national officer for local authorities Jim Kennedy warned that cuts in local council funding are \u00e2\u20ac\u015bchanging the nature of society\u00e2\u20ac\u0165.<\/p>\n<p>&nbsp;<\/p>\n<p>He said, \u00e2\u20ac\u015bHiking council tax rates won\u00e2\u20ac\u2122t solve devastating cuts to local authority budgets and the government knows this. The austerity inflicted by the Tories is hurting our society, especially the most vulnerable.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bCommunities are losing libraries, leisure centres and parks as council\u00e2\u20ac\u2122s attempt to plug gaping holes in essential services. Council tax rises are the equivalent of fiddling while Rome burns.
