{"id":2900,"date":"2015-01-29T16:20:59","date_gmt":"2015-01-29T16:20:59","guid":{"rendered":"http:\/\/unitelive.org\/?p=2900"},"modified":"2015-01-29T16:20:59","modified_gmt":"2015-01-29T16:20:59","slug":"call-clarity","status":"publish","type":"post","link":"https:\/\/unitelive.test.igniteamt.com\/?p=2900","title":{"rendered":"Call for clarity"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\n<p>Will the NHS be affected by TTIP, the EU-US trade deal currently in negotiations, or won\u00e2\u20ac\u2122t it?<\/p>\n<p>&nbsp;<br \/>\nIf you believe some of what\u00e2\u20ac\u2122s making the rounds in the media these past few months, you\u00e2\u20ac\u2122re told you have nothing to worry about. The mammoth bilateral trade deal, the largest of its kind ever negotiated, is said to pose no threat to the health service, which campaigners fear may open it up to unbridled privatisation.<\/p>\n<p>&nbsp;<br \/>\n<a href=\"https:\/\/www.gov.uk\/government\/publications\/nhs-and-ttip-letter-from-eu-trade-commissioner-cecilia-malmstrom\">EU Commissioner Cecilia Malmstrom said<\/a> \u00e2\u20ac\u015bthere is no reason to fear for the NHS\u00e2\u20ac\u0165 \u00e2\u20ac\u201c a message repeated by the likes of David <a href=\"http:\/\/www.independent.co.uk\/news\/world\/europe\/ttip-david-cameron-attempts-to-rally-support-for-controversial-international-trade-deal-9934330.html\">Cameron<\/a> and the <a href=\"http:\/\/www.independent.co.uk\/voices\/comment\/dont-believe-the-scaremongering-myths--ttip-is-nothing-to-be-afraid-of-9868416.html\">Institute of Directors<\/a>.<\/p>\n<p>&nbsp;<br \/>\nBut yesterday (January 28), Unite general secretary Len McCluskey wrote to Malmstrom, condemning the way in which the Commission has mislead the British public over the issue.<\/p>\n<p>&nbsp;<br \/>\nUnite believes Commission officials have been giving off-the-record briefings to the UK media, giving the impression that the NHS is exempt from the trade deal.<\/p>\n<p>&nbsp;<br \/>\nBut as McCluskey noted in his letter, and <a href=\"http:\/\/unitelive.org\/leave-nhs-ttip\/\">UNITElive has reported before<\/a>, there is only one way to ensure that the health service doesn\u00e2\u20ac\u2122t fall within the scope of the deal \u00e2\u20ac\u201c and that\u00e2\u20ac\u2122s by Cameron using his veto power to explicitly exempt the NHS, a move that he is entirely within his rights to make.<\/p>\n<p>&nbsp;<br \/>\n\u00e2\u20ac\u015bI don\u00e2\u20ac\u2122t know whether the Commission is trying to mislead the British public on this issue but that certainly seems to be what is happening,\u00e2\u20ac\u0165 wrote McCluskey.<\/p>\n<p>&nbsp;<br \/>\n\u00e2\u20ac\u015bMy legal advice is clear,\u00e2\u20ac\u0165 he added. \u00e2\u20ac\u015bThe NHS is included within the material scope of TTIP.\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<br \/>\nMcCluskey went on to remind the Commissioner about a letter sent by TTIP\u00e2\u20ac\u2122s chief negotiator to John Healey MP, which confirmed that the NHS will be subject to substantial aspects of investment protection.<\/p>\n<p>&nbsp;<br \/>\n\u00e2\u20ac\u015bUS investors in the private companies now taking over NHS services will get new rights to sue the government, as we have been saying,\u00e2\u20ac\u0165 wrote McCluskey, and added that even if the controversial investment protection provisions were removed, as many campaigners and politicians have called for, the health service would still be under the threat.<\/p>\n<p>&nbsp;<br \/>\nAlthough investor-state dispute settlement (ISDS) &#8212; the provisions in newer trade deals which allow corporations to sue governments in secret courts &#8212; have garnered the most media attention, other provisions make the corporate takeover of public interests just as possible.<\/p>\n<p>&nbsp;<br \/>\nFor example, well-established state-state dispute settlements (SSDS), allow governments to sue other governments on behalf of investors, which can, in some instances, have the same insidious effects as ISDS.<\/p>\n<p>&nbsp;<br \/>\nMcCluskey also reminded the Commissioner that she has previously stated that the UK government can comprehensively remove all aspects of the NHS from TTIP.<\/p>\n<p>&nbsp;<br \/>\n\u00e2\u20ac\u015bThousands of people from across England, Wales, Scotland and Northern Ireland have been calling on David Cameron to remove the NHS from TTIP for some months now,\u00e2\u20ac\u0165 he asserted. \u00e2\u20ac\u015bHowever, I have not seen any evidence to suggest that this has actually happened.\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<br \/>\nAnd indeed, there is no evidence that Cameron has made the decision necessary to once and for all end threats posed to the health service by TTIP, although there is plenty of evidence suggesting the public demand that he do so.<\/p>\n<p>&nbsp;<br \/>\nNumerous independent polls conducted for Unite have shown massive opposition to the EU-US trade deal, especially in light of its threats to the NHS.
