{"id":4152,"date":"2015-05-14T15:12:10","date_gmt":"2015-05-14T14:12:10","guid":{"rendered":"http:\/\/unitelive.org\/?p=4152"},"modified":"2015-05-14T15:12:10","modified_gmt":"2015-05-14T14:12:10","slug":"us-senate-blocks-ttip-bill","status":"publish","type":"post","link":"https:\/\/unitelive.test.igniteamt.com\/?p=4152","title":{"rendered":"US Senate blocks TTIP bill"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\n<p>The Transatlantic Trade and Investment Partnership (TTIP), a mammoth EU-US trade deal, suffered a blow on Tuesday (May 12) , when the US Senate blocked a bill that would enable it and other similar agreements to be rushed through Congress without a full debate.<\/p>\n<p>&nbsp;<\/p>\n<p>Although US President Barack Obama pressed his party\u00e2\u20ac\u2122s senators to support the bill, nicknamed \u00e2\u20ac\u015bfast-track\u00e2\u20ac\u0165, only one Democratic senator voted in favour, with 52 voting against.<\/p>\n<p>&nbsp;<\/p>\n<p>The blocking of the bill comes on the heels of concerted campaigning and protests from progressive groups including trade unions such as the United Steelworkers (USW), Unite\u00e2\u20ac\u2122s partner union in Workers Uniting.<\/p>\n<p>&nbsp;<\/p>\n<p><em><strong>Little to do with trade<\/strong> <\/em><\/p>\n<p>As UniteLive has reported, new generation trade deals such as TTIP, TTP (a trans-Pacific trade deal) and CETA (a Canadian-EU agreement) have little to do with trade.<\/p>\n<p>&nbsp;<\/p>\n<p>USW international affairs director Ben Davis <a href=\"http:\/\/unitelive.org\/trade\/\">previously told UniteLive<\/a> that these newer trade agreements are specifically designed to \u00e2\u20ac\u015bfacilitate the unregulated flow of capital across borders\u00e2\u20ac\u0165, which creates a race to the bottom for environmental and worker protections.<\/p>\n<p>&nbsp;<\/p>\n<p>For the UK, TTIP could also mean the <a href=\"http:\/\/unitelive.org\/leave-nhs-ttip\/\">final nail in the coffin for the NHS,<\/a> which may become privatised beyond recognition by American health companies.<\/p>\n<p>&nbsp;<\/p>\n<p>Although Tuesday\u00e2\u20ac\u2122s blocking of \u00e2\u20ac\u015bfast-track\u00e2\u20ac\u0165 was a rousing success for workers on both sides of the Atlantic, the bill hasn\u00e2\u20ac\u2122t entirely gone away.<\/p>\n<p>&nbsp;<\/p>\n<p>As the <a href=\"http:\/\/www.washingtonpost.com\/blogs\/plum-line\/wp\/2015\/05\/13\/fast-track-may-not-be-dead-after-all\/\">Washington Post reported<\/a>, a new Senate compromise reached yesterday (May 13) will mean fast-track could be back on track. Even if passed by the Senate, however, the bill faces tougher opposition in the House of Representatives, which may be unlikely to garner enough support for the bill.<\/p>\n<p>&nbsp;<\/p>\n<p>Davis explained why fast-track poses such an onerous threat to the successful opposition of race-to-the-bottom trade deals.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bYou have to understand these agreements are often 6,000 pages long,\u00e2\u20ac\u0165 he said.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bWith fast-track, you aren\u00e2\u20ac\u2122t given any time to look through it. And if even if you did, it\u00e2\u20ac\u2122s written in highly technical language \u00e2\u20ac\u201c you\u00e2\u20ac\u2122re essentially in the situation that you\u00e2\u20ac\u2122re pushing something through without understanding any of it,\u00e2\u20ac\u0165 Davis added.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bNegotiations are then left in the hands of a handful of bureaucrats and several corporate representatives who essentially hold all the cards \u00e2\u20ac\u201c they actually have more say in the whole process than our elected officials do.\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<\/p>\n<p><em><strong>Fatal blow? <\/strong><\/em><\/p>\n<p>Unite assistant chief of staff Adrian Weir applauded Tuesday\u00e2\u20ac\u2122s success but explained that the fight is not yet over.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bThe voting down of fast-track in the US Congress was a great victory for the alliance of unions and social movements campaigning with left of centre Democrats,\u00e2\u20ac\u0165 he said.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bThe elimination of fast-track would severely damage the prospects of both TPP and TTIP progressing but it may not yet be a fatal blow.
