{"id":8834,"date":"2016-05-25T15:14:18","date_gmt":"2016-05-25T14:14:18","guid":{"rendered":"http:\/\/unitelive.org\/?p=8834"},"modified":"2016-05-25T16:30:19","modified_gmt":"2016-05-25T15:30:19","slug":"cancel-all-sell-offs-call","status":"publish","type":"post","link":"https:\/\/unitelive.test.igniteamt.com\/?p=8834","title":{"rendered":"Cancel all sell-offs call"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\n<p>Tory efforts to privatise Whitehall back office functions to save \u00c2\u0141500m a year have instead cost taxpayers an extra \u00c2\u01414m \u00e2\u20ac\u201c and are riddled with problems that will be expensive to fix, the National Audit Office (NAO) has <a href=\"https:\/\/www.nao.org.uk\/press-releases\/shared-service-centres\/\">found<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p>The spending watch dog\u00e2\u20ac\u2122s damning conclusion came as new <a href=\"https:\/\/weownit.org.uk\/sites\/default\/files\/attachments\/Future%20profits%20vs%20short%20term%20cash%20-%20What's%20at%20stake%20in%20the%20Great%20British%20sell%20off.pdf\">analysis<\/a> from the New Economics Foundation showed how government plans to privatise and outsource even more public services will damage finances in the future.<\/p>\n<p>&nbsp;<\/p>\n<p>The cabinet office\u00e2\u20ac\u2122s decision to transfer Whitehall\u00e2\u20ac\u2122s human resources, accounts and payroll duties to private companies in 2013 was supposed to \u00e2\u20ac\u015bradically improve efficiency across departments.\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<\/p>\n<p>However the NAO found that rather than saving at least \u00c2\u0141128m a year, the scheme, which cost \u00c2\u014194m to set up, had saved \u00c2\u014190m \u00e2\u20ac\u201c leaving taxpayers \u00c2\u01414m out of pocket.<\/p>\n<p>&nbsp;<\/p>\n<p>NAO auditors said confidence in the project \u00e2\u20ac\u015bis now low\u00e2\u20ac\u0165 and that delays and contingency plans had driven up costs and left some elements of the system out of date.<\/p>\n<p>&nbsp;<\/p>\n<p>The NAO blamed the cabinet office for not acting \u00e2\u20ac\u015bin a timely and effective manner\u00e2\u20ac\u0165 to resolve the issues because it \u00e2\u20ac\u015bdid not see this as its role.\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<\/p>\n<p><em><strong>Multitude of privatisation<\/strong> <\/em><\/p>\n<p>The NAO report came during the closing days of a <a href=\"https:\/\/www.gov.uk\/government\/consultations\/land-registry-moving-operations-to-the-private-sector\">consultation<\/a> on privatising the land registry. Plans to sell off the land registry are just one of a multitude of privatisation initiatives the Conservatives are intent on enacting.<\/p>\n<p>&nbsp;<\/p>\n<p>These include privatising the remaining public stake in national air traffic services, looking at options for introducing the private sector into ordnance survey and the partial privatisation of Channel 4.<\/p>\n<p>&nbsp;<\/p>\n<p>Privatisation will also hit the ministry of defence\u00e2\u20ac\u2122s (MoD) civilian workforce, with 18,000 jobs to go by 2020.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bA lot of our members who are drivers, stores people, electricians, plumbers etc, they\u00e2\u20ac\u2122re the ones who will be outsourced or made redundant and that\u00e2\u20ac\u2122s a worry for them,\u00e2\u20ac\u0165 explained Unite national officer for MoD and government departments, Mike McCartney.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bAlthough the 1 per cent pay freeze doesn\u00e2\u20ac\u2122t apply in the private sector, private companies are definitely after eroding terms and conditions.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bA lot of people are very comfortable at the MoD, but they shouldn\u00e2\u20ac\u2122t get too comfortable because I can just see attacks after attacks.\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<\/p>\n<p>The taxpayer is also under mounting threats from privatisation, a study from the New Economics Foundation (NEF) for the We Own It campaign, released this week, found.<\/p>\n<p>&nbsp;<\/p>\n<p>The report concluded that long term losses from selling off public assets outweigh the money accrued from one off sales.<\/p>\n<p>&nbsp;<\/p>\n<p>We Own It director Cat Hobbs said, \u00e2\u20ac\u015bIf the Great British sell off goes ahead, we&#8217;ll have lost our public assets forever &#8211; and all the millions of profit they bring in every year.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bThe land registry is a profitable, successful, innovative organisation doing a great job &#8211; why privatise it? We need to think about the wealth of the next generation not just a quick fix on the deficit.\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<\/p>\n<p>If the land registry is sold off, the public will lose out financially from the sale in 25 years, the report found. For the recently privatised Royal Mail any profits will slide into loss within 10 years, the NEF said, while a decision to sell off the government\u00e2\u20ac\u2122s stake in national air traffic services will shrink the public purse in just seven years\u00e2\u20ac\u2122 time.<\/p>\n<p>&nbsp;<\/p>\n<p>NEF researcher Duncan McCann said, \u00e2\u20ac\u015bPoliticians often work on a short timeframe. This report shows just how short.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bThese valuable assets can bring in long term sustainable income. They are working well, have successfully modernised and our economy can benefit most from them staying in public hands.\u00e2\u20ac\u0165<\/p>\n<p>&nbsp;<\/p>\n<p>Unite assistant general secretary Gail Cartmail, pointing to Britain\u00e2\u20ac\u2122s dysfunctional rail franchise system as an example of what happens when public assets are sold off to make a quick buck, called on the government to halt its plans.<\/p>\n<p>&nbsp;<\/p>\n<p>She said, \u00e2\u20ac\u015bUnite warned against the planned escalation of sell offs and outsourcing. Our predictions have come to pass. This is cold comfort to the service providers faced with insecurity and the taxpayer who sees good money thrown after bad in a desperate rush to &#8216;shrink the state&#8217;.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00e2\u20ac\u015bSell-offs serve the austerity addiction that is the hallmark of the Conservative government.
