As rapid digitalisation and fragmented employment throws millions of workers into uncertainty, Unite is urging unions to consider a universal basic income as part of wider reforms to social security and to make work pay.<\/span><\/p>\n

\u00c2\u00a0<\/span><\/p>\n

The call comes as unions debated today (September 12) the impact of the \u00e2\u20ac\u0098fourth industrial revolution\u00e2\u20ac\u2122 and the changes to the benefit system which have inspired a rise of in-work poverty at this year\u00e2\u20ac\u2122s Trades Union Congress in Brighton.<\/span><\/p>\n

\u00c2\u00a0<\/span><\/p>\n

France, the Netherlands and Finland are currently considering basic income pilots.\u00c2\u00a0 A poll in May this year found that 65 per cent of Europeans polled would back the idea.<\/span><\/p>\n

\u00c2\u00a0<\/span><\/p>\n

Unite assistant general secretary Steve Turner, who has led the union\u00e2\u20ac\u2122s fight to change the abusive working practices at Sports Direct, told Congress that Conservative austerity has had \u00e2\u20ac\u015bobscene results\u00e2\u20ac\u0165.\u00c2\u00a0<\/span><\/p>\n

\u00c2\u00a0<\/span><\/p>\n

\u00e2\u20ac\u015bIt has isolated and attacked those in need of benefits, caused foodbanks to become a common-place feature of national life and sent millions begging at the doors of pay day lenders,\u00e2\u20ac\u0165 he argued. \u00e2\u20ac\u015bThe grim truth is that more and more people in work are one pay cheque away from poverty.<\/span><\/p>\n

\u00c2\u00a0<\/span><\/p>\n

\u00e2\u20ac\u015bWe have to stand up against these dehumanising cuts and their counterparts in degrading workfare and disability assessment schemes.<\/span><\/p>\n

\u00c2\u00a0<\/span><\/p>\n

\u00e2\u20ac\u015bBut we also need to recognise that work is changing,\u00e2\u20ac\u0165 Turner added. \u00e2\u20ac\u015bMillions of jobs are being lost to automation and technological advances, whether it is drone delivery or the digitalisation of clerical work.<\/span><\/p>\n

\u00c2\u00a0<\/span><\/p>\n

\u00e2\u20ac\u015bIn the face of this uncertainty and fragmentation the job of unions is to fight for decent work, but also for a decent income for those locked out of work.<\/span><\/p>\n

\u00c2\u00a0<\/span><\/p>\n

\u00e2\u20ac\u015bThis is not about the state subsidising those employers who refuse to pay a living wage \u00e2\u20ac\u201c we are not about letting bad bosses off the hook.<\/span><\/p>\n

\u00c2\u00a0<\/span><\/p>\n

\u00e2\u20ac\u015bBut the labour movement must lead the debate on how we give people an income on which they can live,\u00e2\u20ac\u0165 he went on to say. \u00e2\u20ac\u015bWe cannot leave it to the Tories, devotees of austerity, to define the terms of our world of work.<\/span><\/p>\n

\u00c2\u00a0<\/span><\/p>\n

\u00e2\u20ac\u015bThere is a debate to be had about the emerging economy and how it allows us all to participate. We must seize this moment to ensure that the values of trade unions \u00e2\u20ac\u201c of fairness, equality and decent treatment \u00e2\u20ac\u201c underpin that debate.<\/span><\/p>\n

\u00c2\u00a0<\/span><\/p>\n

\u00e2\u20ac\u015bOurs is a rapidly changing world,\u00e2\u20ac\u0165 Turner noted. \u00e2\u20ac\u015bWe must face up to the fact that traditional work and income relationships are under attack. As we fight for decent employment and a redistribution of wealth, a basic income could have a place.\u00c2\u00a0\u00c2\u00a0<\/span><\/p>\n

\u00c2\u00a0<\/span><\/p>\n

Congress confirmed its intention to explore the idea of universal basic income after the composite moved by Turner was carried. Trade unions agreed to consider the various different models of basic income and ensure that any system it promoted would be easier to administer, easier for people to navigate, paid individually and is complimentary to comprehensive public services and childcare provision.\u00c2\u00a0<\/span><\/p>\n

\u00c2\u00a0<\/span><\/p>\n

Congress also agreed that any transition from our current social security system to a new system should always leave people with lower incomes better off.\u00c2\u00a0<\/span><\/p>\n

Turner ended his speech arguing in favour of universal basic income by quoting Victor Hugo, noting that \u00e2\u20ac\u015bnothing is more powerful than an idea whose time has come.\u00e2\u20ac\u0165<\/span><\/p>\n
